Hawaii has a relatively new state scenic byways program. We have required each State designated byway to prepare a CMP to National Scenic Byway standards for the byway to retain its state designation, making an easier path to national byway nomination should they decide to pursue it.
Some local byways are not anticipating pursuing national designation, at least for the foreseeable future, and are requesting permission to develop a more limited CMP that is not required to fully address the 14 points of a national byway CMP. We are open to developing a "wiki-CMP" process.
Do you have experience with such non-standard CMPs that you are willing to share? Do you have recommendations regarding how to prioritize the relative importance of the 14 points, or other thoughts?
