Establishing a Scenic Byway non-Legislatively

The Lincoln Highway Heritage Corridor is working on establishing a Scenic Byway along the Lincoln Highway in western PA. Instead of doing this legislatively, we are visiting all of the municipalities individually and are asking them to pass the Scenic Byways Ordinance. We would like to have a conversation with other groups or individuals who have established a scenic byway in this manner.
